What Is Indirect Customs Representation?

Under Article 18 of the EU Union Customs Code, indirect representation is the only mechanism allowing non-EU businesses to import goods into the European Union without establishing a local entity.

Indirect Representation (What We Provide)

We act in our own name but on your behalf, becoming the formal declarant with joint liability for customs duties.

  • No EU entity required — import into the EU without establishing a subsidiary or branch
  • Shared liability — we assume joint and several liability for customs duties alongside you
  • Full declarant status — we lodge declarations as the formal declarant under our EU EORI
  • Immediate EU market access — operational in days, not months

Direct Representation (The Alternative)

A broker acts in your name and on your behalf. You remain the formal declarant and retain full liability.

  • Requires an EU entity — you must have a registered office or legal presence in the EU
  • Full liability on you — the importer bears all customs debt, the broker has no personal liability
  • You are the declarant — all customs obligations and risks remain with your company
  • Months of setup — registering a foreign entity, obtaining EORI, and opening bank accounts
